Short answer: Hecate is the Greek goddess of witchcraft, magic, crossroads, ghosts and the night. She is older than the Olympians, a Titan's daughter who kept all her power after the Titan war, and even Zeus honored her above almost everyone. If Greek myth has a final boss of the occult, it is her.
The Titan who kept her crown
Hecate is the daughter of the Titans Perses and Asteria. When Zeus overthrew the Titans, he stripped power from nearly all of them, yet Hesiod says Zeus honored Hecate "above all" and let her keep her share of earth, sea and sky. No battle, no punishment, no demotion. The gods of Olympus simply decided the witch queen was not someone to bother.

Is Hecate good or evil?
Neither, which is the point. Greeks left offerings for her at crossroads ("Hecate's suppers") to keep her favor, and she was a protector of households and childbirth as much as a queen of ghosts. The dark reputation grew later, as magic itself became feared.
What is the connection between Hecate and Persephone?
When Hades took Persephone, Hecate heard the girl's cry and helped Demeter search with her torches. Afterward she became Persephone's companion in the underworld, one of the few beings who moves freely in and out.
